






On the morning of November 6, the Information Office of the Shandong Provincial Government held a press conference, inviting principal officials from the Provincial Energy Bureau and others to introduce the progress in accelerating the green and low-carbon development of energy in Shandong during the "14th Five-Year Plan" period.
At the conference, Liu Xuejun, Deputy Director and Spokesperson of the Provincial Energy Bureau, stated that since the start of the "14th Five-Year Plan" period, the provincial energy system has taken energy technology innovation as the "first move," seizing the "starting point" for the development of the energy equipment industry and the "commanding heights" for future development. By closely aligning with industry demands and technological frontiers, the system has advanced major technological breakthroughs and the promotion of advanced equipment, achieving significant results in technological innovation and equipment industry development with breakthroughs in multiple areas.
First, continuous breakthroughs have been made in the construction of innovation platforms. Shandong has established a tiered and interconnected innovation platform system. Among these, Shandong University established the School of Nuclear Science and Energy Power to accelerate basic scientific research and applied technology in nuclear energy; the Ye Qizhen Academician Workstation at Meihe Electric conquered "bottleneck" technologies such as nuclear-grade flow meters and achieved localization substitution; the Weichai Group took the lead in establishing the only "National Fuel Cell Technology Innovation Center" in the hydrogen energy field; and the Shandong Energy Research Institute's "National Key Laboratory of Solar Photoelectric Conversion and Utilization" was approved, fully aiming to capture the technological high ground in next-generation thin-film solar cells and photoelectric utilization.
Second, significant results have been achieved in the implementation of major technology demonstration projects. The "Hydrogen into Ten Thousand Homes" project has seen multiple successes, with over 2,000 units of hydrogen fuel cell vehicles promoted, ranking fourth nationally; 38 hydrogen refueling stations have been built, ranking second nationally; hydrogen energy cogeneration demonstration projects have been established in hydrogen energy industrial parks such as Weichai Power and Dongyue Future; and the world's first pure hydrogen shaft furnace demonstration pilot line was completed at the Linyi High-Quality Steel Base. The "Nuclear Powering the Future" project has reached its mid-term phase, achieving multiple results in areas such as the optimization of overall parameters for the "Guohe One," R&D of high-temperature gas-cooled reactor components, and nuclear medicine R&D. The "Perovskite Solar Cell" project has propelled the industry from the "laboratory scale" to the "integrated technology production line platform" stage, placing it in the top tier domestically. Three national major science and technology projects, including the "Interactive Energy Use Demonstration Project for Green Electricity and Green Hydrogen in Heavy Chemical Industrial Parks," have been successfully approved and launched.
Third, innovative achievements that fill industry gaps continue to emerge. Yantai Penglai launched a 150-meter-class offshore wind turbine blade, the longest of its kind globally, applied to the world's largest 26-megawatt-class offshore wind turbine unit connected to the grid in Dongying. The annual power generation of a single unit is sufficient to meet the annual electricity needs of 55,000 ordinary households. Weichai Power developed the world's first commercially available large-power solid oxide fuel cell with a cogeneration efficiency of 92.55%, setting a global record and providing strong support for the stable and reliable operation of distributed energy and microgrids. Shandong AIKO developed the world's most efficient mass-produced photovoltaic ABC modules. Taihai Mannur pressurized water reactor nuclear island main equipment material technology broke foreign monopolies. The world's first mobile heat injection platform, "Thermal Recovery No. 1," contributed to a major breakthrough in key technologies for offshore heavy oil thermal recovery. In addition, 22 pieces of technical equipment were selected for the national list of first (set) equipment in the energy sector.
Fourth, the development of the new energy equipment industry has reached a new level. The Provincial Energy Bureau has taken project construction and technological innovation as dual engines to promote differentiated and staggered development of the industry. Three major offshore wind power equipment manufacturing bases have been basically established in Dongying Economic Development Zone, Yantai Penglai, and Weihai Rushan; new-type energy storage equipment has diversified, with lithium batteries forming a relatively complete industry chain, while the industrial layout of solid-state batteries, sodium-ion batteries, and flow batteries is being advanced simultaneously; two nuclear energy equipment industry clusters have initially taken shape in Yantai and Weihai, forming a collaborative development pattern with cities such as Jinan and Zibo for heavy-duty equipment and specialized equipment; centered around cities along the "Shandong Hydrogen Economic Belt," a number of domestic top-tier enterprises have been cultivated in various segments of the hydrogen energy industry chain, including production, storage, transportation, refueling, and application, making Shandong one of the provinces with the most comprehensive hydrogen energy industry in the country and giving it a clear first-mover advantage.
